Back in February, Judge Frawley spoke on the juvenile court’s duties for delinquent or status matters for a young offender. This time, in ACT II, the Judge talks about the court’s handling of what are known as “care and neglect’ cases. In addition, Judge Frawley will also weave into his talk, his spouse’s and his experience from the other side of the bench, as foster and adoptive parents.
